step 1
First you create a layer using the gradient map feature. you can find it by clicking on the half black and white circle at the bottom of layers palette.
step 2
Hit Ctrl E and squeeze the layer to the middle. if you drag while holding down Shift and Alt the layer will stay in the center.
step 3
While holding down Ctrl hit the J to copy layer a couple of times. this should be the result.
step 4
Use an ocean ripple filter to get this effect.
step 5
Ocean ripple on each layer result.
